Recent Activities:
Since the last Report on July 12, 2025 —
All work in Bay 2 has been stopped until engineering forensics can be conducted and recommended solutions identified and implemented.
Installation of maintenance bridge handrails, ladders and stairs has continued.
Installation of Powerhouse electrical and instrumentation has continued.
Stop log delivery and dry fitting have continued.
Concrete armoring of the north and south embankments has continued.
Installation of utilities and electrical work at the south embankment is ongoing.
Change Orders:
Pending Change Order: Minor electrical modifications in the Powerhouse are required. Sundt is developing pricing.
Approved Change Order: Additional supports were added to the twenty-six (26) light poles on the maintenance bridge and stairs for better stability. Also, supports were added to facilitate the routing of electrical conduits. This resulted in a change order of $15,624.87 with no additional days added to the Contract.
Approved Change Order: The existing embankment below the substation was assumed to be reinforced concrete but was found to be unstable loose concrete and riprap. To provide stability for the embankment, a reinforced concrete retaining wall was added. This resulted in a change order of $44,299.35 with four (4) days added to the Contract.
Schedule:
The Substantial Completion Date currently remains September 17, 2025*.
- A few weeks ago (and after the construction meeting in July), Sundt attempted to operate the gate in Bay 2 using the Hydraulic Power Unit (HPU). When the last temporary support member was cut away, the gate free fell two (2) feet before stopping. Once the gate stopped, the HPU was then used to lower the gate to its fully lowered position. Sundt suspects that there may have been an air bubble in the hydraulic lines which would have caused the free fall. A structural forensics engineering company is being engaged by Sundt to suggest what tests(s) need to be conducted and on what components those test(s) need to be conducted. There are visible concrete cracks on the southern, upstream hinge point of the hydraulic cylinder that is expected to need to be chipped out and replaced. The structural forensics engineering company is expected to provide their recommendations soon and once those recommendations are received, Sundt will be able to provide a revised Substantial Completion Date.
While the Bay 2 gate investigation is ongoing, Sundt has been doing what they can in Bay 1 in preparation of moving out of Bay 2 and into Bay 1. Until the Bay 2 gate is tested and deemed operable, the gates in Bay 1 cannot be installed.
NOTE: With approved change orders to date, the Substantial Completion Date for Lake Placid is September 17, 2025. It is important to remember that the Substantial Completion Date does not take into account the time needed to impound water to Lake Placid nor the final testing of the gates (as the lake has to be full in order to conduct the final testing). We expect impoundment to commence immediately following the Substantial Completion Date.
Upcoming:
In the next several weeks, we expect (1) Bay 2 testing and repair/remediation (as needed); (2) pre-check of the gate in Bay 2; (3) pour back of the side seals (pour concrete behind the seals); (4) testing of the cathodic protection system; (5) grouting of hinges, trunnion, and dogging arm pads; (6) to cut Bay 2 cofferdam sheet pilings; (7) installation of Bay 1 stop logs; (8) continued installation of side seals in Bay 1; and (9) continued north and south embankment dam armoring, concrete placements, and rock riprap installation.
Substantial Completion Date: September 17, 2025
Under the current schedule, we can expect impoundment of water in Lake Placid to commence after September 17, 2025 to enable further testing of gate infrastructure.
NOTICE:
As of this Report thirty-three (33) days remain until we can expect water impoundment to begin at Lake Placid. Waterfront property owners along Lake Placid are reminded and encouraged to:
(1) remove all temporary docks, platforms and/or other structures that may have been placed at or below the normal operating level of Lake Placid in proximity to the riverbed since October 2021, and
(2) abate and remove all woody vegetation from the waterway in front of their property.
Once water is impounded behind Lake Placid Dam, removal of these items will become very challenging, if not impossible.
Note: The normal operating level of Lake Placid is defined as 497.5 feet above mean sea level at Lake Placid Dam, which is the historical operating water level.
