Lake Placid Dam July Project Summary

Recent Activities:

Since the last Report on June 16, 2025 —

  1. installation of side seals in Bay 2 is ongoing;

  2. installation of hydraulic cylinders in Bay 2 was completed;

  3. the maintenance bridge steel span over Bay 1 was installed;

  4. hydraulic system connections and flushing was started;

  5. the maintenance bridge handrail, ladders and stairs were started;

  6. the Powerhouse electrical and instrumentation was started;

  7. stop log delivery and dry fitting was started;

  8. the generator was installed;

  9. concrete armoring of the north embankment is ongoing;

  10. installation of rock riprap and concrete armoring of the south embankment is ongoing; and

  11. installation of utilities and electrical work at the south embankment is ongoing.

Change Orders:

  1. Pending Change Order: Additional existing concrete riprap demolition, not initially quantified in the specifications, is required. Sundt is developing pricing.

  2. Previously Approved Change Order: Lake Placid switchgear replacement. The Lake Placid switchgear (basically a high voltage switch) located at the Lake Placid substation no longer works and had to be replaced. This resulted in a change order of \$153,668.22 with no additional days added to the Contract. Because of the long lead time on this item, the change order will be removed from the Contract between GBRA and Sundt and purchased and installed by GBRA at a later date so as to not adversely impact the project schedule. Additionally, GBRA believes the work can be completed at a lesser price.

  3. Pending Change Order: The light pole supports on the maintenance bridge will require modification. The proposed change order was given to Black and Veatch who then provided comments. Sundt is addressing those comments with their vendor.

  4. Pending Change Order: Differing site conditions where the concrete armoring will tie into the existing electrical substation required a change to the design – the addition of a retaining wall with spread footing. Sundt is finalizing the cost proposal.

Schedule:

  1. The Substantial Completion date is now September 17, 2025. The improvement of the Substantial Completion date is a result of Sundt locating a temporary transformer to use pending delivery of the permanent transformer to the site.

  2. The current critical path on the Lake Placid project is the hydraulics associated with the hydraulic cylinders and the HPU that will raise and lower the gate in Bay 2. Once the hydraulics are up and running, (1) the gate in Bay 2 can be tested, (2) the side seals can be adjusted, and (3) the pour back behind the side seals can be made. Then, the gate in Bay 2 can be lowered, the sheet piling in Bay 2 can be cut, and the stop logs can be installed on Bay 1.

  3. The minor flood experienced on and around July 4, 2025, will create additional costs and delays. Sundt had removed all their equipment out of the work area, but clean-up will be substantial.

NOTE: With approved change orders to date, the Substantial Completion date for Lake Placid is September 17, 2025. It is important to note that the Substantial Completion date does not take into account the time needed to impound water to Lake Placid nor the final testing of the gates (as the lake has to be full in order to conduct the final testing). We expect impoundment to commence immediately following the Substantial Completion date.

Upcoming:

In the next several weeks, we expect (1) connection of the hydraulic cylinders to the HPU; (2) pre-check of the gate in Bay 2; (3) pour back of the side seals (pour concrete behind the seals); (4) grouting of hinges, trunnion, and dogging arm pads; (5) testing of the cathodic protection system; (6) cut Bay 2 cofferdam sheet pilings; (7) installation of Bay 1 stop logs; (8) begin installation of side seals in Bay 1; (9) continue/complete installation of maintenance bridge handrails, ladders and stairs; (10) continue/complete work on the powerhouse electrical and instrumentation; and (11) continued north and south embankment dam armoring, concrete placements, and rock riprap installation.

Updated Substantial Completion Date: September 17, 2025

Under the current schedule, we can expect impoundment of water in Lake Placid to commence after September 17, 2025 to enable testing of gate infrastructure.

NOTICE:

With the change to the Substantial Completion date, as of this Report sixty-seven (67) days remain until we can expect water impoundment to begin at Lake Placid. Waterfront property owners along Lake Placid are reminded and encouraged to:

(1) remove all temporary docks, platforms and/or other structures that may have been placed at or below the normal operating level of Lake Placid in proximity to the riverbed since October 2021, and

(2) abate and remove all woody vegetation from the waterway in front of their property.

Once water is impounded behind Lake Placid Dam, removal of these items will become very challenging, if not impossible.

Note: The normal operating level of Lake Placid is defined as 497.5 feet above mean sea level at Lake Placid Dam, which is the historical operating water level.
