Recent Activities:
Since the last Report on May 9, 2025 —
the steel crest gate assembly and installation in Bay 2 was completed;
the Bay 2 side seals welding and final clean up on welds was completed;
Bay 2 hydraulic cylinder installation is ongoing;
the maintenance bridge steel spans 1 and 3-7 were assembled and installed;
concrete armoring of the north embankment is ongoing;
installation of rock riprap and concrete armoring of the south embankment is ongoing;
installation of utilities and electrical work at the south embankment is ongoing; and
construction of the stop log storage foundation on the upstream side of the north embankment was completed.
Change Orders:
Pending Change Order: Additional existing concrete riprap demolition, not initially quantified in the specifications, is required. Sundt is developing pricing.
Approved Change Order: Lake Placid switchgear replacement. The Lake Placid switchgear (basically a high voltage switch) located at the Lake Placid substation no longer works and had to be replaced. This resulted in a change order of $153,668.22 with no additional days added to the Contract.
Pending Change Order: The light pole supports on the maintenance bridge will require modification. The proposed change order was given to Black and Veatch who then provided comments. Sundt is addressing those comments with their vendor.
Pending Change Order: Differing site conditions where the concrete armoring will tie into the existing electrical substation required a change to the design. Black and Veatch, Sundt and GBRA are discussing solutions.
Schedule:
The Substantial completion date is now October 13, 2025. As previously mentioned, this delay is due to the transformer supplier pushing its delivery date from June 2025 to September 2025. Sundt is in weekly communication with the supplier, attempting to obtain a better delivery date. The minor flood experienced on June 12, 2025 will create additional costs and delays. Prior to that date, Sundt had pulled all of their equipment out of the work area, but clean up will be substantial. In addition to the expected silting (and subsequent cleaning) of Bay 2, Sundt has indicated that the flood event brought a large amount of debris (both manmade and natural) to the work site. (See also, narrative following “Updated Substantial Completion Date,” below.)
Sundt continues to work at scheduling and work sequencing to make up days lost from previous unforeseen events as well as utilizing night crews (additional resources), and to evaluate methods to improve the construction schedule.
NOTE: With approved change orders to date, the Substantial Completion date for Lake Placid is October 13, 2025. It is important to note that the Substantial Completion date does not take into account the time needed to impound water to Lake Placid nor the final testing of the gates (as the lake has to be full in order to conduct the final testing). We expect impoundment to commence in October 2025.
Upcoming:
In the next several weeks, we expect (1) Bay 2 hydraulic cylinder installation; (2) pour back of the side seals (pour concrete behind the seals); (3) hydraulic system connections and flushing needed to begin initial testing of the gate in Bay 2; (4) depending upon space and the ability to set maintenance bridge steel span #2 (to be placed over the top of Bay 1), Sundt will set the span before assembling the gate in Bay 1; (5) installation of maintenance bridge handrails, ladders and stairs; (6) continued work on the powerhouse electrical and instrumentation; and (7) continued north and south embankment dam armoring, concrete placements, and rock riprap installation.

Under the current schedule, we can expect impoundment of water in Lake Placid to commence in October 2025 to enable testing of gate infrastructure.
