Lake Placid Dam May Project Summary

May 9, 2025

Date of Report: May 9, 2025

Recent Activities:

Since the last Report on April 14, 2025 —

  1. the final (3rd) structural concrete pour on the south abutment wall was completed (This pour represents the last structural concrete placement for the project!);

  2. the steel crest gate installation was started and 2 of the 4 gate panels/sections were installed in Bay 2;

  3. the maintenance bridge steel span assembly continued;

  4. the north embankment concrete armoring continued;

  5. the south embankment concrete armoring and installation of rock riprap continued;

  6. the south embankment installation of utilities and electrical continued;

  7. the installation of the side seals in Bay 2 continued; and

  8. construction of the stop log foundation on the upstream side of the north embankment continued.

Change Orders:

  1. Pending Change Order: Additional existing concrete riprap demolition, not initially quantified in the specifications, is required. Sundt is developing pricing.

  2. Pending Change Order: Lake Placid switchgear replacement. The Lake Placid switchgear (basically a high voltage switch) located at the Lake Placid substation no longer works and must be replaced. Sundt received pricing for the equipment and has submitted a potential change order that has been approved by GBRA staff and Black & Veatch and is now pending final GBRA Board approval.

    [“Switchgear” is a broad term that describes a variety of switching devices that address controlling, protecting, and isolating power systems, and include devices to regulate and meter power systems and technology.]

  3. Pending Change Order: The light pole supports on the maintenance bridge will require modification. Sundt is developing pricing.

Schedule:

  1. The current Substantial Completion Date is now October 8, 2025 , which includes delays associated with obstructions found at the regulating pier while driving the pilings for the cofferdam in Bay 2. (See also, narrative following “Updated Substantial Completion Date,” below.)

  2. Sundt continues to work at scheduling and work sequencing to make up days lost from previous unforeseen events as well as utilizing night crews (additional resources), and to evaluate methods to improve the construction schedule.

NOTE: With approved change orders to date, the Substantial Completion date for Lake Placid is October 8, 2025. It is important to note that the Substantial Completion date does not take into account the time needed to impound water to Lake Placid nor the final testing of the gates (as the lake has to be full in order to conduct the final testing). We expect impoundment to commence in October 2025.

Other Items of Interest:

  1. Evaluation and resolution of an inquiry into the specified coating associated with the gates' seams (where the four (4) gate sections will be bolted together) has been resolved to the satisfaction of Lake Placid WCID.

Upcoming:

In the next several weeks, we expect (1) Bay 2 gate crest installation; (2) assembly and installation of the maintenance bridge steel spans; (3) continued work on the powerhouse electrical and instrumentation; and (4) continued north and south embankment dam armoring, concrete placements, and rock riprap installation.

Updated Substantial Completion Date: October 8, 2025

See also, Project Summary for April 2025. (The delay from June 2025 to September 2025 resulted from the supplier of the electrical transformer required for operation of the HPU revising its delivery date. Sundt is in weekly communication with the supplier to monitor the delivery date.)

Under the current schedule, we can expect impoundment of water in Lake Placid to commence in October 2025 to enable testing of gate infrastructure.
