Lake Placid Dam April Project Summary

Recent Activities:

Since the last Report on March 14, 2025 —

  1. the second (2nd) structural concrete lift on the south abutment was completed;

  2. the third (3rd) structural concrete lift on the south abutment was started;

  3. the Bay 2 concrete hinge pad was completed;

  4. the maintenance bridge steel span assembly was started;

  5. the north embankment concrete armoring continued;

  6. the south embankment concrete armoring and installation of rock riprap continued;

  7. the installation of the Hydraulic Power Unit (HPU) inside the existing powerhouse was completed; installation was started; and

  8. the installation of the side seals in Bay 2 continued; and

  9. construction of the stop log foundation on the upstream side of the north embankment continued.

Change Orders:

  1. Approved Change Order: An 8' wide, 14" thick concrete spread footing was added along the 130' length of the stoplog foundation to address constructability concerns and enhance stability. This change order increased the Contract amount by $37,529.60, and did not add any days to the Contract time.

  2. Resolved Potential Change Order: After further investigation, the previous potential change order dealing with the Springs Hill Water Supply water line was resolved by Sundt with no change to the Contract.

  3. Pending Change Order: Additional existing concrete riprap demolition, not initially quantified in the specifications, is required. Sundt is developing pricing.

  4. Pending Change Order: Lake Placid switchgear replacement. The Lake Placid switchgear (basically a high voltage switch) located at the Lake Placid substation no longer works and must be replaced. Sundt received pricing for the equipment, but the lead time was unacceptable. GBRA, Black & Veatch and Sundt are looking for alternatives to the specified equipment.

    [“Switchgear” is a broad term that describes a variety of switching devices that address controlling, protecting, and isolating power systems, and include devices to regulate and meter power systems and technology.]

  5. Pending Change Order: The light pole supports on the maintenance bridge will require modification. Sundt is developing pricing.

Schedule:

  1. The current Substantial Completion Date is now October 8, 2025 , which includes delays associated with obstructions found at the regulating pier while driving the pilings for the cofferdam in Bay 2. (See also, narrative following “Updated Substantial Completion Date,” below.)

  2. Sundt continues to work at scheduling and work sequencing to make up days lost from previous unforeseen events as well as utilizing night crews (additional resources), and to evaluate methods to improve the construction schedule.

NOTE: With approved change orders to date, the Substantial Completion date for Lake Placid is October 8, 2025. It is important to note that the Substantial Completion date does not take into account the time needed to impound water to Lake Placid nor the final testing of the gates (as the lake has to be full in order to conduct the final testing). We expect impoundment to commence

Other Items of Interest:

  1. Evaluation and resolution of an inquiry into the specified coating associated with the gates' seams (where the four (4) gate sections will be bolted together) is ongoing by GBRA (with Black and Veatch).

Upcoming:

In the next several weeks, we expect (1) completion of the last (the 3rd) structural concrete pour on the south abutment wall. (This pour represents the last structural concrete placement for the project!); (2) installation of the crest gate in Bay 2; assembly and installation of the maintenance bridge steel spans; (3) continued work on Bay 2 side seals; (4) continued work on the stop log foundation; and (5) continued north and south embankment dam armoring, concrete placements, and rock riprap installation.

Updated Substantial Completion Date: October 8, 2025

The Substantial Completion Date has been moved to October 8, 2025. The additional ninety-five (95) days is a direct result of a delay in delivery of the electrical transformer required for operation of the HPU (which will operate the new hydraulic lift gates on the dam). Since the last monthly construction meeting in March, the supplier of the transformer contacted Sundt and revised the completion date to be September 24, 2025. [Sundt ordered the transformer for the Lake Placid project in June 2024, knowing the transformer would be a long lead item. At the time the transformer was ordered last year, the supplier stated it would have the transformer delivered by June of 2025, within the project schedule.] This delay is beyond the control of Sundt, Black and Veatch, and GBRA. All parties are trying to identify an alternative solution but are not hopeful because the transformer is a highly specialized piece of equipment. The Lake Placid WCID is advised that Sundt has plans to secure a generator as a temporary solution to supply power to the HPU to enable testing of the gate operation, pending delivery and installation of the transformer in October 2025.

Notwithstanding the aforementioned delay, based on available information and the current construction schedule, we can expect the impoundment of water in the lake to commence after the beginning of July 2025 to enable testing of gate infrastructure.
