Lake Placid Dam January Project Summary

Recent Activities:

Since the last Report on December 17, 2024 —

  1. the structural concrete in Bay 2 has been poured to elevation 474.83';

  2. the south abutment pour back spillway section was completed;

  3. the maintenance bridge drill shafts were drilled, rebar was set, and concrete was poured to ground level;

  4. the third (3rd) structural concrete pour in Bay 2 was started;

  5. rock riprap and concrete armoring has continued on both the south and north embankments; and

  6. the south embankment utilities and electrical work is still ongoing.

Change Orders:

  1. Authorized Change Order: When driving sheet pilings to form the Bay 2 cofferdam, Sundt discovered an unforeseen obstruction which was part of the existing regulating pier. The change order to address the obstruction resulted in a Contract increase of $47,569.20 and seven (7) additional days.

  2. Authorized Change Order: When excavating Bay 2, the clay shale layer (structurally sound material that the cofferdam piles are driven in to) was found to be at a higher elevation than expected (this was the case in Bay 1 as well). This resulted in a Contract credit (decrease) of $14,791.95.

  3. Pending Change Order: Lake Placid switchgear replacement. The Lake Placid switchgear (basically a high voltage switch) located at the Lake Placid substation no longer works and must be replaced. Sundt received pricing for the equipment, but the lead time was unacceptable. GBRA, Black & Veatch and Sundt are looking for alternatives to the specified equipment.

“Switchgear” is a broad term that describes a variety of switching devices that address controlling, protecting, and isolating power systems, and include devices to regulate and meter power systems and technology.

  1. Potential Change Order: While excavating for dam armoring on the south side of the project, a Springs Hill Water Supply water line was damaged. The water line appears to be abandoned, but Sundt, Black and Veatch, and GBRA are still talking with Springs Hill Water Supply to determine the remedy.

Note: Items 1 and 2 in this section were each listed as a “Pending Change Order” in the December 2024 Project Summary.

Schedule:

  1. The current Substantial Completion Date is now July 1, 2025 , which includes delays associated with obstructions found at the regulating pier while driving the pilings for the cofferdam in Bay 2.

  2. Sundt continues to work at scheduling and work sequencing to make up days lost from previous unforeseen events as well as utilizing night crews (additional resources).

NOTE: With approved change orders to date, the Substantial Completion date for Lake Placid is July 1, 2025. It is important to note that the Substantial Completion date does not take into account the time needed to fill Lake Placid nor the final testing of the gates (as the lake has to be full in order to perform the final testing).

Other Items of Interest:

  1. Evaluation and resolution of an inquiry into the specified coating associated with the gates' seams (where the four (4) gate sections will be bolted together) is ongoing by GBRA (with Black and Veatch).

Upcoming:

In the next several weeks, we expect (1) the third (3rd) structural concrete pour in Bay 2 to elevation 479.50'; (2) to form and pour maintenance bridge columns and caps from the ground up to the specified elevation; (3) continued north and south embankment dam armoring, earthwork and concrete placements; and (4) to form and pour stop log storage foundations.
