Recent Activities:
Since the last Report on November 18, 2024 —
the final structural concrete pours for the Bay 1 north abutment wall and center pier were completed;
the Bay 2 cofferdam excavation was completed;
the Bay 2 existing structure demolition was completed;
the Bay 2 seal slab between the existing structure and the cofferdam was placed;
the Bay 2 structural concrete work was started;
the structural concrete in Bay 2 south abutment foundation widening was completed;
the north embankment concrete armoring is ongoing;
the south embankment rock rip rap placement and concrete armoring is ongoing; and
on the south embankment, utilities and electrical work is ongoing.
Change Orders:
Authorized Change Order: The Hydraulic Power Unit (HPU) layout was revised to facilitate easier maintenance/access. This change order resulted in a Contract increase of $3,533.63, and zero (0) additional days.
Pending Change Order: Lake Placid switchgear replacement. The Lake Placid switchgear (basically a high voltage switch) located at the Lake Placid substation no longer works and must be replaced. Pricing from an electrical subcontractor is expected the week of December 16, 2024. [“Switchgear” is a broad term that describes a variety of switching devices that address controlling, protecting, and isolating power systems, and include devices to regulate and meter power systems and technology.]
Potential Change Order: While excavating for dam armoring on the south side of the project, a Springs Hill Water Supply water line was damaged. Disposition of this issue remains pending.
Pending Change Order: When excavating Bay 2, the clay shale layer (structurally sound material that the cofferdam piles are driven into) was found to be at a higher elevation than expected (this was the case in Bay 1 as well). This is expected to be a credit back to the Contract. Sundt is working on pricing.
Pending Change Order: During the pile driving process for the cofferdam in Bay 2, it was discovered that a portion of the existing regulating pier was built in such a way that the steel piling could not be driven. Basically, the bottom portions of the regulating pier were wider/larger than the upper portions. Sundt has submitted a proposal to Black and Veatch for this unforeseen increased scope of work.
Schedule:
Sundt continues to work at scheduling and work sequencing to make up days lost from previous unforeseen events.
The current Substantial Completion Date is now June 30, 2025.
Sundt has indicated that their “lessons learned” from working in Bay 1 is helping productivity in Bay 2.
NOTE: With approved change orders to date, the Substantial Completion date for Lake Placid is June 30, 2025. It is important to note that the Substantial Completion date does not take into account the time needed to fill Lake Placid nor the final testing of the gates (as the lake has to be full in order to perform the final testing).
Other Items of Interest:
Steel Fab gate manufacturing remains on schedule. All of the gates’ sections have been delivered to the site and the side and horizontal seals have been received.
Hydraulic Cylinders were delivered to the site on December 12, 2024.
Evaluation and resolution of an inquiry into the specified coating associated with the gates' seams (where the four (4) gate sections will be bolted together) is ongoing by GBRA (with Black and Veatch).
Upcoming:
In the next several weeks, we expect (1) structural concrete lifts #1 (to elevation 460.00’) and #2 (to elevation 474.83’) in Bay 2; (2) the south abutment spillway slab section will be poured; (3) to begin maintenance bridge drill shafts (which were not started in November); and (4) continued south embankment dam armoring, earthwork and concrete placements.
